Bell Engineering Names Eight Associates

For 109 years, dedication to growth and the development of our company and amazing team members have remained deeply ingrained in the spirit of Bell Engineering. In line with our Strategic Plan, we are proud to announce the advancement of eight individuals to the position of Associate. Each of these individuals demonstrate a strong level of performance within their job responsibilities and have shown a steadfast commitment to our organizational objectives and vision. Promotion to the role of Associate signifies more than just recognizing their accomplishments; it embodies the trust and confidence we have in their ability to shape the future of our company while offering valuable leadership experience. Congratulations to each of you!

Carah Boggess, CPA - Carah has 21 years of experience and is a Certified Public Accountant. Her background includes experience as Controller, Executive Director, and Business Manager across multiple industries. Carah oversees all accounting and finance operations of the firm.


Alan Bowman, PE - Alan has 24 years of industry experience as both a consultant and a county engineer. The focus of his efforts have been on rural utility construction and design including work for the Letcher County Water and Sewer District, the Martin County Utility Board, Harlan Municipal Utilities, Cannonsburg Water District, and others. Alan is a US Army veteran.


David Gerhart, PE - David offers 34 years of experience as a civil/environmental engineer working on projects varying from municipal to industrial in nature. He has completed design work on water, wastewater, and industrial treatment plants and also offers experience in hazardous waste management.


Megan Hogan, CPSM - Megan has 19 years of marketing and proposal experience and is a Certified Professional Services Marketer. She delivers fresh ideas and a professional, organized approach to the firm's marketing and business development efforts.


David Howell, PE - David graduated from the University of Kentucky and joined the Bell team in 2008. He worked in our Lexington office while completing his Master's degree. Upon completion, he moved back to his hometown and joined our Hopkinsville office. David has experience with the design of structural components for treatment plants and other miscellaneous structures, performing hydraulic analyses, water line and tank inspections, preparing cost estimates, designing water lines, sidewalks, and stormwater systems. He offers 15 years of industry experience.


Michael Lile, PE - Michael earned his B.S. in Civil Engineering from the University of Kentucky and has 14 years of civil and environmental engineering as well as land surveying experience. He offers knowledge in planning, design, and project management for many water and wastewater applications. Some of these include water and wastewater treatment, distribution and collection systems, reservoir modeling and bathymetric surveying, AWWA distribution system water auditing, solids handling, sanitary sewer rehabilitation, and wastewater flow monitoring.


Lee Lowe - As Construction Manager, Lee offers 34 years of experience handling construction administration duties from bidding through closeout. He works closely with Owners and RPR’s to ensure a quality project that meets your needs. Lee offers experience as a draftsman as well as a designer/planner on a variety of stormwater, water, and wastewater projects.


Jonathan Rehner, PE - Jonathan has a B.A. in Mathematics from Asbury University and earned his B.S. in Civil Engineering from the University of Kentucky. He offers 13 years of experience in civil engineering including a broad range of design and project management duties from civil/site layout and design to surveying and drafting. Jonathan brings excellent management, data interpretation, design, technical assistance, and reporting experience to our projects.
